NBSC BENCHMARKS DSWD X’S BEST PRACTICES THROUGH HR-PEARS
Northern Bukidnon State College (NBSC) hosted a benchmarking activity with the Department of Social Welfare and Development Field Office X (DSWD X) on June 6, 2026, at the NBSC Boardroom to learn from the agency’s Human Resource Portal for Employees and All Related Services (HR-PEARS).
The presentation team was led by DSWD X Human Resource Management and Development Division (HRMDD) Division Chief Charmaine Suzette Leanore P. Tadlas and was joined by Learning and Development Section Head Joseph Manuel B. Aguja; Welfare Unit Head Krizia Geneva Kaye D. Singcay; Ms. Tinalyn Aiza B. Cagubcub of the Human Resource Planning and Performance Management Section (HRPPMS); Computer Maintenance Technologist (CMT) II Dondy T. Remolador; and Information Technology Officer (ITO) I John Paul Benedict U. Erquita of the Information and Communications Technology Management Service (ICTMS).
NBSC was represented by College President Christie Jean Villanueva-Ganiera, Ed.D., CESE; Vice President for Administration and Finance John Kevin A. Artuz, JD; Officer-in-Charge (OIC) of the Human Resource Management and Development Office (HRMDO) Noreen Faye M. Esta; Information and Communications Technology Management Office (ICTMO) Head Aldwin Lester M. Martinez; and personnel from both the HRMDO and ICTMO.
In her opening message, Ms. Tadlas shared DSWD X’s experience in developing and refining HR-PEARS, noting that the platform evolved through continuous improvements driven by operational needs. She encouraged NBSC to take note of both the challenges encountered and the practical benefits gained throughout its implementation.
Mr. Joseph Manuel B. Aguja provided an overview of HR-PEARS, demonstrating its core functions, including employee records management, leave processing, and training monitoring. He explained how the system consolidates human resource data into a single platform, enabling more efficient processing of transactions and services.
Ms. Krizia Geneva Kaye D. Singcay presented the Rewards and Recognition (R&R) features of the system, highlighting its online nomination process for the Program on Awards and Incentives for Service Excellence (PRAISE), automated congratulatory banners, downloadable workflows, and reporting tools used to monitor recognition activities.
Ms. Tinalyn Aiza B. Cagubcub discussed the recruitment and workforce development components of HR-PEARS, including applicant tracking, onboarding updates, employee movement records, and turnover and retention reports. She also explained how the system supports Recruitment, Selection, and Placement (RSP), as well as monitoring tools for Individual Performance Commitment and Review (IPCR) submissions, developmental plans, and competency gap identification.
An open forum followed, during which participants raised questions regarding system access, data migration, information sharing, records centralization, and the development process behind HR-PEARS. In his closing remarks, Mr. Artuz emphasized the importance of continuously enhancing institutional systems to better serve stakeholders, underscoring the value of learning from established digital platforms implemented by other government agencies.
The benchmarking activity provided NBSC with a clearer understanding of how a fully implemented digital human resource system operates in practice. It also offered valuable insights and practical reference points that may guide future improvements in the College’s human resource and administrative processes.
